张家界多项举措让旅游重现生机

今年一季度张家界市旅游总人数达200.72万人次,旅游总收入12.31亿元,同比分别增长10.99%和12.38%。其中,武陵源核心景区一季度一次进山国内旅游人数达18.2万,同比增长31.86%,与2007年基本持平。此外,森林公园3月份购全票人数达14.47万,同比增长22.31%;永定区接待境内外游客69.97万人次,同比增长11%,旅游收入3.69亿元,同比增长14%。

  一串串令人惊喜的数字,充分彰显了在市委、市政府的正确领导下张家界市抵御旅游业“寒流”的能力,同时也表明:随着春天到来张家界旅游业正在走出低谷。
一是领导亲临,政府牵线,全市一盘棋。大年三十和初一,面对当时旅游业面临的重重困难,市委书记胡伯俊来到万福温泉、天门山、武陵源等景区景点进行调研,广泛听取意见和建议,并与游客面对面交流,捕捉游客心态变化,把握市场脉搏。大年初一,市委副书记、市长赵小明在寒冷的天气里,和来张家界过土家年的香港游客座谈,成功地扩大了张家界在香港旅游市场中的影响。1月20日,市人民政府经过常务会议讨论通过,制定出台了提振旅游经济八项措施,其中包括限期暂退旅行社质量保证金、减免部分导游收费、延长武陵源核心景区门票冬季优惠政策适用时间、提高景区对旅行社的门票优惠比例、常驻主要客源地开展旅游宣传促销等。其中特别鼓励旅行社大力组织旅游专列、包机和大型会议旅游团队。

  2月18日,张家界旅游市场促销小分队之“生态张家界-情系珠三角”小分队从张家界国家森林公园率先出发,开赴广州、珠海、深圳、东莞等4个客源地城市。除此小分队外,还有4支小分队先后奔赴长三角、环渤海湾、川渝地区、省内及周边进行旅游宣传促销……促销小分队到达一地,便立即在当地召开座谈会,搞好地接社与组团社对接工作,并与当地报刊、广电、网络等进行洽谈,力争在当地电视媒体都能收看到张家界风光画面,在平面报刊上也能欣赏到自然风光图片,强有力地打出张家界“生态张家界,神奇大峰林”的形象广告,提升张家界在当地的知名度。

  二是政府谋划,企业参与,共破旅游瓶颈

  今年一开始,张家界旅游主管部门就在大交通上下足功夫,制定了新的包机专列的奖励政策,在香港、厦门、上海、成都等12个重要客源地城市新增包机航线。

  针对北京市场,还专门开通了大连-北京-张家界的包机航线;在旅游专列方面,有关方面透露,全年计划新增旅游专列超过50趟,其中武汉方向20趟,东北和北京方向15趟,重庆、成都方向20趟。

  从一季度统计数据来看,仅张家界荷花机场一季度总吞吐量就达到148209人次,一季度包机总数45架次,分别为南京、西安至张家界包机。其中,南京1978人次,西安3130人次,加班173架次,加班旅客吞吐量20872人次。这都是往年不曾有的大突破。

  三是开放心态,加快创新,储备发展后劲

  目前,在市旅游主管部门的指导下,张家界65家旅行社中已有23家进行了整合,形成了东辉旅游公司、天成旅游集团、运通康辉国际旅行社3个大型旅行社集团,服务能力和竞争力都得到了质的提升。

  同时,面对国际金融危机,旅游市场滑坡,张家界市政府及相关部门主动向外界“借点子,借思路”发展旅游经济,表现出一种开放进取的心态。今年1月3日至5日,第四届(2008)中国节庆产业年会在张家界武陵源国际度假酒店隆重举行,来自全国31个省市的近200位专家、学者及代表参会并给张家界节庆产业发展出谋划策。
